STRENGTHENING THE ROLE OF ELECTED REPRESENTATIVES IN IMPROVING PROVINCIAL BUSINESS ENVIRONMENT

These training courses were intended to provide participants with information on efforts in improving the local business and investment environment through the provincial competitiveness index (pci), introducing & sharing of pci data and on how to use and exploit these data effectively as a tool for elected representatives to perform their tasks of policy-making and monitoring, as well as pci best practices and lessons learned from localities across the region and the country as a whole.

 

The first training workshop in Son La was presided over by Mr. Bui Duc Thu – Leader of Deputies’ Committee, Mr. Bui Minh Son – Vice President of Son La People’s Council and Mr. Dau Anh Tuan – Head of Legal Department (VCCI) – PCI Project Director. The course was provided with the participation of speakers who were senior economic expert Pham Chi Lan, experts from PCI research team and the TCERs with over 60 representatives from 06 provinces and cities in the Northern region, including Bac Kan, Dien Bien, Lai Chau, Lao Cai, Son La and Thai Nguyen. At the workshop, Madam Pham Chi Lan in her presentation evaluated the role of improving governance quality in strengthening national competitiveness and international economic integration. She emphasized that “improved competitiveness and international economic integration would be a requirement in the new period.” Particularly, the new strategies should adhere to 03 guiding principles: New orientation with competitiveness being centered and focused; harmonious presence of economic sectors; and new role of the government in the economy. This new approach is expected to both ensure the current economic growth and enable new developments. According to Madam Pham Chi Lan, the business environment and governance quality need to be further improved to best promote the role of enterprises (especially private sector) in Vietnam’s economic development.

 

To continue on this issue, Mr. Dau Anh Tuan and the PCI research team delivered a presentation on PCI – A tool to implement important resolutions of the Government on improving business environment and enhancing national competitiveness as well as the use of PCI findings and data for the activities of People’s Councils/ NA deputies. With the aim to better support the elected representatives in performing their tasks, the training workshop reserved a session on ppractice exercises where the participants had a chance to practice the skills of questioning in the rehearsal of an explanation session at the People’s Council using PCI data. These practical exercises would help trainees understand and employ PCI as a useful source of information in service of the activities of People’s Councils in monitoring the policy implementation at the provincial level.

 

The second workshop for the Southern region was held in Bac Lieu under the presiding over of Mr. Bui Duc Thu – Leader of Deputies’ Committee, Mr. Dau Anh Tuan – Head of Legal Department (VCCI) – PCI Project Director, Mr. Ho Thanh Thuy- Vice President of Bac Lieu People’s Council with the participation of Prof. Edmund Malesky – Duke University, USA – Lead Researcher of PCI team, PhD. Bui Trinh – economic expert; Mr. Nguyen Duc Lam – TCER expert and the PCI researcher team. The training course was attended by approximately 70 delegates from People’s Councils and departments of 07 provinces and cities in the region: Bac Lieu, Can Tho, Da Nang, Dong Thap, Gia Lai, Hau Giang and Soc Trang. The training workshop in the south was highlighted with the presentation of Prof. Edmund Malesky where he had a thorough introduction on PCI, PCI methodology, survey results and rankings and how to use PCI in policy-evaluation through basic steps including data visualization, through which participants would know how to read, understand and better use PCI data and information. He also talked about PCI impacts and explained the relationship between improved governance (PCI) on local economic development.

In addition, it was noteworthy that Mr. Bui Trinh with his presentation on some economic indicators at provincial level also drew much attention of the workshop participants. He provided an insight into the nature and essence of some statistical indicators (GDP and GNP per capita in Vietnam), indicating the difference of and confusion in using such figures and data. He also provided specific analyses and instructions on how to read and understand the targets and indicators in the provincial level socio-economic development reports (production value and GRDP) as well as their connection and relation through the prices. He added “for a healthy economy, it is critical for the country to increase its labor productivity, but in the immediate future, it is necessary to increase the income of laborers at least equal to the inflation rate. Once societys awareness is improved, it’s better that the businesses be empowered to self-determine and consider the increase in wages after taking into account of productivity of their human resources.” Through the knowledge and information provided during the one day training, the participants were said to gain a deeper understanding of the role of the Peoples Council, the role of improved governance and economic integration and especially know better on how to use PCI data to perform their tasks in policy making and evaluation.
